Statement of Senator Dianne Feinstein
on an INS Proposal to Tighten Student Visa Regulations
April 8, 2002

"This is a beginning, but none of this will work unless the INS has a system in place to track the whereabouts of student visa holders, know where they're going to school, where they're living, what courses they're taking, and have a reporting system in place to know that they are not going to abscond. Right now, the INS no idea where most of these students are.

Therefore, I call upon my Senate colleagues to take up and pass the Enhanced Border Security and Visa Entry Reform bill, which I have introduced with Senators Edward M. Kennedy (D-MA), Jon Kyl (R-AZ), and Sam Brownback (R-KS). This bill help close the loopholes which remain open and have allowed terrorists to enter this country."
