Legislative Agenda for the 109th Congress
Terrorism and Homeland Security:
- Reducing Crime and Terrorism at America’s Seaports Act – Increases security at our nation’s ports by making it a crime to use a vessel to smuggle terrorists or dangerous materials into the U.S., imposing stiff criminal penalties for providing false information to a federal law enforcement officer at a port or on a vessel, and doubling the sentence of anyone who fraudulently gains access to a seaport. (S.378 – Introduced with Senators Joseph Biden, Arlen Specter, John Kyl and George Allen on 2/15/05. Incorporated into the USA Patriot Act Reauthorization, which was signed into law on 3/9/06 as P.L. 109-177)
- Homeland Security FORWARD Funding Act – Ensures that homeland security grant funding is provided to states, cities and counties based on the risk of terrorist attack rather than the current formula, which has resulted in a disproportionate share going to states with little risk of terrorist attack. (S.1013 – Introduced with Senator John Cornyn on 5/12/05. Also introduced as an amendment to the FY‘06 Homeland Security Appropriations bill, defeated on 7/12/05)
- Criminalizing Border Tunnels – Criminalizes the act of constructing or financing a tunnel or subterranean passage across an international border into the United States. There is no law currently on the books that makes it illegal to build, use, or finance such tunnels. (S. 2355 – Introduced with Senator Jon Kyl on 3/1/06. Approved by the Senate as part of the Senate comprehensive immigration reform package on 5/26/06, and later as an amendment to the FY’07 Homeland Security Appropriations conference report on 9/25/06)
- Foreign Intelligence Surveillance Improvement and Enhancement Act – Reaffirms the Foreign Intelligence Surveillance Act (FISA) as the exclusive means by which our government can legally conduct electronic surveillance of U.S. persons on U.S. soil for foreign intelligence purposes. The legislation also makes significant changes to the existing FISA authorities designed to allow applications to move faster from the field to the FISA Court, and to allow it to handle any increased caseload that will result from bringing the current National Security Agency (NSA) program into the FISA regime. (S.3001 – Introduced with Senator Arlen Specter on 5/24/06, and approved by the Senate Judiciary Committee on 9/13/06)
Defense:
- BRAC – Worked with the Governor and other California and local officials to ensure that the brunt of base closures did not fall on California, as it did in past rounds. The BRAC Commission’s final recommendations resulted in a net loss of no more than 2,000 California jobs. The Commission also decided not to close or move the Naval Postgraduate School or the Defense Language Institute in Monterey, California. (8/25/05)
- Halting Funding for Development of New Nuclear Weapons – Fought off efforts to provide funding for the research and development of a Robust Nuclear Earth Penetrator and other new nuclear weapons. (Senator Feinstein successfully advocated stripping funding from the FY‘06 Energy and Water Appropriations bill, 10/26/05. Thanks to continued opposition from Senator Feinstein and Representative David Hobson, the Administration did not seek funding in the FY’07 Energy and Water bill for RNEP)
- Securing Additional Funding for the C-17 cargo plane – Helped secure funding for the procurement of 22 new C-17 aircraft in the FY’07 Department of Defense Authorization bill. (The Senate version of the Appropriations bill fully funded the procurement of 12 C-17 transport aircraft in the FY’07 Department of Defense Appropriations bill, which were requested by the Pentagon, along with an additional three C-17s as part of the $50 billion “bridge fund” for combat operations in Iraq and Afghanistan. The final House-Senate Conference Report included funding for an additional seven C-17s in the bridge fund.)
- Protecting Civilians from Cluster Munitions – Prevents funds from being spent to purchase, use, or transfer cluster bombs until the Department of Defense has adopted rules of engagement to ensure that cluster bomb are not used in or near any concentration of civilians. (S.AMDT.4882 – Introduced with Senator Patrick Leahy as an amendment to the FY‘07 Department of Defense Appropriations. Defeated on Senate floor, 9/6/06)
Foreign Affairs and International Trade:
- Tariff Relief Assistance for Developing Economies Act (TRADE Act) – Grants duty free access to textile and apparel products from fourteen Lesser Developed Countries (and Sri Lanka) who currently do not enjoy such status. (S. 191 – Introduced with Senator Gordon Smith1/26/05)
- Reauthorization of Trade Sanctions Against Burma – Renews economic sanctions on Burma – contained in the Burmese Freedom and Democracy Act of 2003 – including the ban of all imports from that nation until it improves its record on democracy and human rights. (S.J.Res.38 – Introduced with Senators Mitch McConnell et al., on 5/26/06, and signed into law on 8/1/06 as P.L. 109-251)
- Reauthorization of Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group – Amends the Japanese Imperial Government Disclosure Act of 2000 to extend from four to six years the existence of the Nazi War Crimes and Japanese Imperial Government Records Interagency Working Group. (S.384 – Introduced with Senator Mike DeWine et al., on 2/15/05, and signed into law on 3/25/05 as P.L. 109-5)
Crime, Gangs and Drugs
- Combat Meth Act – Requires pseudoephedrine products, which are used in making methamphetamines, be sold behind the counter, similar to a law in Oklahoma law (toughest in nation), and limits sales to 9 grams of pseudoephedrine in 30 days, requires ID and signature for purchase of such cold medicines. (S.103 – Introduced with Senator James Talent on 1/16/05. Incorporated into the USA Patriot Act Reauthorization Act, which was signed into law on 3/9/06 as P.L. 109-177)
- Gang Prevention and Effective Deterrence Act – Combats gang violence by creating new criminal gang offenses, enhancing existing gang and violent crime punishments to deter and punish illegal street gangs, setting out violent crime reforms needed to effectively prosecute gang members and their leaders, and proposing a limited reform of the juvenile justice system to facilitate federal prosecution of 16- and 17-year old gang members who commit the most heinous acts of violence.(S.155 – First introduced with Senator Orrin Hatch and others on 1/26/05. A revised version of the bill was introduced with Senator Arlen Specter as the lead co-sponsor on 6/29/06)
- Assault Weapons Ban Reauthorization Act – Reauthorizes the 1994 assault weapons ban on the manufacture and importation of 19 types of assault weapons (and many others by characteristic) for 10 years. (S.620 – Introduced with Senators John Warner, Charles Schumer and Mike DeWine on 3/14/05)
- .50-Caliber Sniper Rifle Initiative – Curbs the sales of the powerful .50-caliber military sniper rifles in order to make it more difficult for terrorists, doomsday cults and criminals from obtaining these deadly weapons. (S. 495 – Introduced with Senators Jon Corzine and Dick Durbin on 4/28/05)
Privacy/Identity Theft:
- Privacy Act – Combats identity theft and privacy abuses by setting national standards protecting personal information and regulating the sale and display of Social Security numbers and driver’s licenses. It requires a consumer’s consent (opt-in) before the sale of sensitive personal information including Social Security numbers; and for less sensitive information, consumers have the right to prohibit its sale (opt-out). (S.116 – Introduced on 1/24/05)
- Social Security Number Misuse Prevention Act – Restricts the sale or display of Social Security numbers to the general public without an individual's consent and requires government agencies to take steps to protect Social Security numbers before displaying them. (S.29 – Introduced on 1/24/05)
- Notification of Risk to Personal Data Act – Requires businesses or government agencies to notify individuals if a database has been broken into and personal data has been compromised, including Social Security numbers, driver's licenses and credit cards. (S.115 – Introduced on 1/24/05. Approved by Senate Judiciary Committee as part of broader identity theft legislation on 11/17/05)
Immigration:
- Passport Fraud – Increases penalties for passport fraud and related document fraud crimes and provides for the deportation of aliens who use fraudulent documents. (S.524 – Introduced on 3/03/05)
- State Criminal Alien Assistance Program Reauthorization Act (SCAAP) – Authorizes increased federal funding to reimburse states and local governments for the costs of incarcerating illegal criminal aliens. (S.188 – Introduced with Senators Jon Kyl, Barbara Boxer, Kay Bailey Hutchison, Charles Schumer and Richard Durbin on1/26/05. Incorporated into the Violence Against Women Act, which Senator Feinstein also co-sponsored. That bill was later incorporated into the larger Department of Justice Reauthorization Act, which was signed into law as P.L. 109-162 on 1/5/06)
- Unaccompanied Alien Child Protection Act – Strengthens immigration policies and treatment standards for unaccompanied children, and provides them with the right to pro bono counsel and access to a guardian ad litem. (S.119 – Introduced with Senator Sam Brownback on 1/24/05. Approved by the Senate, 12/22/05)
- AgJOBS – Establishes a pilot earned adjustment program that would sunset after five years and would provide the agriculture industry with a legal workforce and offer agriculture workers a path to citizenship. (Approved by Senate Judiciary Committee, 3/27/06 and incorporated into the Senate’s comprehensive immigration reform package on 5/26/06)
Intellectual Property:
- Artists’ Rights and Theft Prevention Act – Makes it illegal to create unauthorized recordings of motion pictures in a movie theater or any other public motion picture exhibition facility and post pre-released versions of movies, music, software, or other copyrighted works on the Internet. (S.104 – Introduced with Senator John Cornyn on 1/25/05. Incorporated into the Family Entertainment and Copyright Act, also cosponsored by Senator Feinstein, which was signed into law on 4/27/05 as P.L. 109-9)
- PERFORM Act – Requires satellite, cable and Internet broadcasters to pay fair market value for the performance of digital music. Additionally, the bill would require the use of readily available and cost-effective technological means to prevent music theft. (S.2644 – Introduced with Senators Lindsey Graham and Bill Frist on 4/25/06)
Judiciary:
- Judicial Nominations Committee – Established a bipartisan committee to make recommendations to the White House for federal district court judicial appointments. 17 California U.S. District Court Judges have been confirmed since the Commission was put in place in 2001. (Committee established in 2001 and reestablished in 2005) (There are another 5 judges under consideration, with 3 likely to be confirmed.)
- Family Abduction Prevention Act – Authorizes the Attorney General to make grants to improve the ability of State and local governments to prevent the abduction of children by family members. (S.994 – Introduced with Senator Kay Bailey Hutchinson on 5/11/05)
- Authorizing Congressional Protection for the Flag of the United States – Proposes an amendment to the Constitution of the United States authorizing Congress to prohibit the physical desecration of the flag of the United States.
(S.J.Res.12 – Introduced as lead Democratic cosponsor with Senator Orrin Hatch on 4/14/05. Narrowly defeated on the Senate Floor on 6/27/06)
Election Reform and Government:
- Electoral College – Abolishes the Electoral College and establishes the direct popular election of the U.S. President and Vice President. (S.J.Res 11 – Introduced on 3/15/05)
- Earmark Reform – Improves transparency in the earmark process by requiring a 60 vote point-of-order for any provision (earmark or otherwise) added to conference report that is not contained in the original Senate or House version of the bill. (S.Res.365 – Introduced with Senator Trent Lott on 2/2/06. Approved by the Senate Rules Committee as part of a larger package on lobby reform on 2/28/06)
Economy:
- Social Security Fairness – Provides incentives to recruit and retain teachers, firefighters, police officers, and other government employees by repealing provisions of current law that reduce Social Security benefits for retirees receiving a government pension (S. 619 – Introduced with Senator Susan Collins on 3/14/05)
Water and Public Infrastructure:
- Perchlorate Cleanup – Secured $13 million for perchlorate clean up and remediation in the Inland Empire, as part of the FY’06 Defense Department spending bill. (9/30/05)
- California Perchlorate Contamination Remediation Act: Authorizes $50 million in grants for cleanup and remediation of perchlorate in water sources, including groundwater wells and gives priority for cleanup grants to California water authorities most affected by perchlorate contamination. (S.2298 – Introduced on 2/16/06)
- CALFED Funding – Helped secure $37 million for the CALFED program, which increases water storage and protects critical ecosystems in California in FY’06. The Senate-approved Energy and Water Appropriations bill includes $38.61 million for CALFED funding.
- California Flood Control – As part of an ongoing battle for federal funds to prevent catastrophic floods in the Sacramento and San Joaquin-Sacramento River Delta areas, secured $40.9 million as part of the FY06 Energy and Water Appropriations Bill.(11/14/05) And $30.4 million in the FY06 Emergency Supplemental Appropriations Act (6/15/06). In the Senate’s FY07 Energy and Water Appropriations Bill there is $70 million for the same projects.
Energy and Global Warming
- Global Warming – Reduces emissions that are responsible for global warming through conservation, provides incentives for new, less polluting technologies, including hybrid vehicles and encourages renewable energy production. (S.J.Res.5 – Introduced with Senator Olympia Snowe and 11 other Senators on 2/16/05)
- Hybrid Vehicles – Allows California and other States to implement legislation permitting hybrid vehicles to use diamond or high occupancy vehicle lanes. (S. 553 – Introduced with Senator George Allen on 3/8/05. A similar provision was included in the 2005 Transportation Act which was signed into law on 8/10/05 as P.L. 109-59)
- Energy Emergency Consumer Protection Act – Bans price gouging at the gas pump in the wake of natural disasters like Hurricane Katrina and empowers the FTC and state attorneys general to enforce this Act. (S. 1735 – Introduced with Senator Maria Cantwell on 9/20/05)
- Royalty Relief for American Consumers Act – Suspends royalty relief for production of oil or natural gas from federal lands during any period in which specified prices apply to either crude oil or natural gas and instructs the Secretary to renegotiate certain existing leases authorizing production of oil or natural gas on federal land to conform with this Act. (S.2314 – Introduced with Senators Maria Cantwell et al., on 2/16/06)
- Permanent Moratorium on Offshore Drilling off the Coast of California: Permanently prohibits oil and gas leasing off the coast of the State of California. (S.2294 – Introduced with Senator Barbara Boxer on 2/16/06)
- Oil and Gas Traders Oversight Act – Increases transparency in the energy markets by giving the Commodities Futures Trading Commission (CFTC) the means to effectively exercise its existing anti-fraud and anti-manipulation authority over energy commodities traded on U.S. exchanges. (S.2642 – Introduced with Senators Olympia Snowe, Carl Levin, and Maria Cantwell on 4/25/06)
- Oil and Gas Industry Antitrust Act – P romotes competition in the oil and gas industries by preventing companies from withholding oil and gas in an effort to raise prices. Also creates a joint federal and state task force to investigate information sharing between oil companies to determine if that practice has encouraged anti-competitive pricing. (S.2557 – Introduced with Senators Arlen Specter, Herb Kohl, Mike DeWine, Richard Durbin, and Patrick Leahy on 4/6/06. Approved by the Senate Judiciary Committee on 4/27/06)
- Ending the Ethanol Import Tariff – Suspends the 54-cent the duty on imports of ethanol, and for other purposes. (S. 2760 – Introduced with Senator Jon Kyl on 5/5/06)
- Ten in Ten Fuel Economy Standards Act – Raises the average fuel economy standards for all passenger cars, light trucks, and SUVs from 25 miles per gallon (mpg) to 35 mpg by model year 2017. The bill would save 2.5 million barrels of oil per day by 2025; save consumers as much as $2,500 over the life of the vehicle; and prevent 420 million metric tons of carbon dioxide from entering the atmosphere, the equivalent of taking 90 million cars (or 75 million cars and light trucks) off the road in one year. (S.3543 – Introduced with Senator Olympia Snowe et al., on 6/20/06)
- High-Performance Green Buildings Act of 2006 – Authorizes $50 million over the next five years to encourage the development and use of energy-efficient, environmentally sound and safe “green buildings.” (S.3591 – Introduced with Senator Jim Jeffords on 6/28/06)
- Cap-and-trade Program – Creates a national cap-and-trade framework to reduce greenhouse gas emissions from coal plants, utilities, the transportation sector and other major carbon dioxide producers One of the key elements of program is that it would allow farmers and foresters to participate and earn credits for emission reductions through green practices. (To be introduced on the first day of the 110th Congress).
Environment and Natural Resources :
- Northern California Wilderness – Permanently protects almost 300,000 acres and preserves over 21 miles of the Black Butte River in Northern California (S.128 – Introduced with Senator Barbara Boxer alongside a companion bill by Rep. Mike Thompson, H.R.233, on 1/24/05)
- Golden Gate National Recreation Area/Yosemite Schools – Adds 4,600 acres to the Golden Gate National Recreation Area in San Mateo County, including a 4,262 acre parcel known as the Rancho Corral de Tierra and provides supplemental funding for three small schools in the Bass Lake Joint Union Elementary and Mariposa Unified School Districts located in Yosemite National Park. (S. 136 – Introduced alongside a companion bill by Rep. George Radanovich on 1/24/05. Signed into law on 12/20/05 as P.L. 109-31)
- RedwoodNational Park – Adds 25,500 acres of land known as the Mill Creek property to Redwood National Park in Del Norte County. (S. 134 – Introduced with Senator Barbara Boxer on 1/24/05. Signed into law on 12/20/05 as P.L. 109-31)
- Rim of the Valley – Directs Interior Department to determine the feasibility of doubling the Santa Monica Mountains National Recreation Area by adding the mountains above the San Fernando, La Crescenta, Santa Clarita, Simi and Conejo valleys, as well as the Arroyo Seco. (S. 134 – Introduced with Senator Barbara Boxer on 1/24/05)
- Youth Conservation Corps – Allows existing youth land corps to work on hazardous fuels reduction and disaster prevention and relief projects. (S.1239 – Introduced with Senators Pete Domenici, Jeff Bingaman, and James Jeffords on 6/14/05. Signed into law on 12/30/05 as P.L. 109-154)
- Santa Rosa Island – Working with Senator Barbara Boxer to curtail efforts to transfer Santa Rosa Island from the National Park Service to the Department of Defense as part of FY’07 Department of Defense Authorization, S.2507. Also introduced Sense of the Senate resolution supporting the continued administration of Channel Islands National Park, including Santa Rosa Island, in accordance with the laws (including regulations) and policies of the National Park Service. (S.Res.468 – Introduced with Senator Barbara Boxer, 5/4/06; Approved by the Senate 8/4/06)
Health:
- Breast Cancer Research Stamp Reauthorization – Permits the sale of the breast cancer stamp, which has raised over $50 million (as of Sept. 2006), for two additional years beyond the current expiration date of 12/31/05. (S.37 – Introduced with Senator Kay Bailey Hutchison on 1/24/05. Signed into law on 11/11/05 as P.L. 109-100)
- Medicare Prescription Drug Pricing – Strikes language in the Medicare Modernization Act prohibiting negotiation with drug manufacturers to lower drug prices for Medicare beneficiaries and requires that the Health and Human Services Secretary negotiate with drug manufacturers to bring prices down to levels comparable with what veterans pay. (S.239 – Introduced with Senators Olympia Snowe and Ron Wyden on 2/1/05)
- Ryan Haight Internet PharmacyAct – Improves the safety of buying prescription drugs on the Internet and prevents individuals from obtaining prescription drugs without a prescription. (S.399 – Introduced with Senator Norm Coleman on 2/16/05)
- Stem Cells – Makes the cloning of a human being a crime, while allowing promising medical research known as somatic cell nuclear transplantation to proceed, offering hope to millions of Americans suffering from paralysis and other debilitating diseases such as juvenile diabetes, cancer, Parkinson's and Alzheimer's. (S. 471 – Introduced with Senators Arlen Specter, Orrin Hatch, Edward Kennedy and Tom Harkin on 2/26/05)
- Stem Cell Research Enhancement Act – Expands the number of stem cell lines that are eligible for federally funded research. (Cosponsor of Senate companion legislation to H.R.810, which was approved by both Houses of Congress, but vetoed by the President on 7/19/06)
- Medicare Drug Formulary Protection Act – Prohibits the removal of covered part D drugs from a prescription drug plan formulary during the plan year once an individual has enrolled in the plan. (S.2255 – Introduced with Senators Susan Collins and Olympia Snowe on 2/8/06)
- HIV Prevention for Youth Act – Strengthens international HIV prevention efforts for youth, and empower HIV/AIDS workers on the ground to design the most effective and appropriate prevention programs. (S.3656 – Introduced with Senator Olympia Snowe on 7/13/06)
- Internet Pharmacy Consumer Protection Act: Creates a new criminal offense and penalties for the distribution of controlled substances over the internet, and separate penalties for the distribution of pharmaceuticals over the internet without a valid prescription; also gives the Attorney Generals of each State authority to file and work with the U.S. Attorney General in filing civil actions to enjoin such activities. (S.3834 – Introduced with Senator Jeff Sessions on 8/3/06)
- Animal Enterprise Terrorism Act: Revises the federal animal enterprise terrorism law by extending its reach to terrorists who target companies and individuals who do business with animal enterprises and their family members; also increases the criminal penalties for violent activities, while specifically exempting from its coverage all activities protected by the First Amendment. (S.3880 – Introduced with Senator James Inhofe on 9/8/06).
- National Cancer Act – Establishes a new battle plan to fight cancer and help find a cure. This legislation will: improve basic cancer research; create incentives for the transformation of that research into new, effective treatments; and prevent cancer when possible and improve the quality of care to patients. (To be introduced on the first day of the 110th Congress)
Education:
- Ensuring College Access for All Americans – Restores cuts to the Federal Pell Grant Program by ensuring that no student loses their Pell Grant or sees a reduction under the Department of Education’s new rules for determining financial need. (S.187 – Introduced with Senators Jon Corzine and Edward Kennedy on 1/26/05)
- Title I Integrity Act – Directs that at least 90% of Title I funds for disadvantaged children be used to improve academic achievement and help students meet state and federal achievement standards. No more than 10% of funds could be used to pay for costs to administer the Title I program. (S.1054 – Introduced with Senator John Ensign on 5/17/05)
- Head Start Loan Forgiveness Act – Extends federal student loan forgiveness program to include Head Start teachers. In exchange for 5 years of teaching, a Head Start teacher could receive up to $5,000 in student loans forgiven. (S.117 – Introduced with Senator George Voinovich on 1/24/05)
- Protecting America’s Competitive Edge (PACE) Education Act – Provides merit-based scholarships of up to $20,000 per year through the National Science Foundation (NSF) to recruit additional math and science teachers, provides grants for high school teacher training and increasing certified teachers in math and science. (S. 2198 – Cosponsored bill by Senators Pete Domenici and Jeff Bingaman, introduced on 1/26/06)
Gaming:
- Lytton Gaming Compliance Act – Ensures that the Lytton Band of Pomo Indians go through the same regulatory oversight process as any other tribe acquiring land after October 17, 1988. (S.113 – Introduced on 1/24/05. Approved by the Senate Indian Affairs Committee on 6/29/05)
Agriculture
- Milk Regulatory Equity Act – Closed a loophole in federal dairy policy and eliminated unfair competition for California producers and processors.The loophole previously allowed out-of-state interests to sell milk in California at prices less than they would be able to charge if there sales were in their own state. (S.2120 – Cosponsored with Senators Harry Reid and Jon Kyl. Signed into law on 4/11/06 as P.L. 109-215)
- California Crops – Helped secure $10 million to fund the new specialty crops block grant program, marking the first time that Congress has provided funding dedicated to such major California crops as oranges, peaches, grapes, avocadoes, almonds and dates. (Approved by Senate Appropriations Committee as part of FY‘07 Agriculture Appropriations bill, 6/22/06)
Recognition of Historic Contribution:
- Matsui Courthouse – Designated the United States Courthouse in Sacramento as the Robert T. Matsui United States Courthouse. (S.125 – Introduced with Senator Barbara Boxer on 1/24/05. Signed into law on 4/29/05 as P.L. 109-10)
- TuleLake World War II Internment Camp – Urged Interior Department to designate the Tule Lake Segregation Center site as a National Historic Landmark to honor Japanese-Americans who were interned during World War II. (Interior Secretary Gale Norton approved the designation on 2/17/06)
- Preservation of AngelIsland Immigration Station – Authorized $15 million for the preservation and restoration of the Angel Island Immigration Station in San Francisco Bay, the “ Ellis Island of the West,” or the entry point for over 1 million immigrants from 1910-1940. (S. 262 – Introduced on 2/2/05. Signed into law on 12/1/05 as P.L. 109-119. Additionally, there is $500k in the Senate FY’07 Interior appropriations bill and $250k in the House version of the bill)
- USS Iowa – Transferred the USS Iowa to California for permanent donation status, allowing Stockton and other interested California communities to enter competitive bids for the battleship. (Included as part of FY’06 Defense Authorization Act, 12/16/05)
- Commemorative Coins to Honor San Francisco’s Old Mint – Authorizes the Secretary of the Treasury to mint and issue up to 100,000 Five Dollar gold coins and up to 500,000 One Dollar silver coins commemorating the San Francisco Old Mint Building and its importance to California; proceeds generated from the sale of these commemorative coins will be paid to the San Francisco Museum and Historical Society for the restoration of the Old Mint Building. - Dalai Lama Congressional Gold Medal – Awards the Congressional Gold Medal to His Holiness, the Fourteenth Dalai Lama, in recognition of his advocacy of peace, tolerance, human rights, non-violence, and compassion throughout the world. - Mt.Soledad Veteran’s Memorial – Preserves the Mt. Soledad Veterans Monument by transferring ownership of the land from the City of San Diego to the Federal government. (Originally sponsored by Representative Duncan Hunter and approved by the House of Representatives on 7/19/06. Senators Feinstein and Boxer then successfully lobbied to secure Senate approval by unanimous consent, 8/1/06)
